Hot Dry Summers, Damp Winters, Failed Edges

Pomona is the most populous city in the San Gabriel Valley, with 43,352 housing units, 97 percent of them occupied, and occupied housing split 53 percent owner to 47 percent renter. Its climate is hot and dry through summer and mild and damp through winter, with a great deal of sunshine year round.

That sunshine is the problem. Constant ultraviolet and daily thermal movement break down a coating from above while working its edges loose from below, and none of it is visible from the ground. The damp winter then arrives at a surface that has spent six months being prepared to fail. Most of the decks we open up here did not fail in a storm, they failed in July and only reported it in January.

Fall adds its own contribution. Seasonal Santa Ana winds out of the northeast strip leaves and grit across every horizontal surface in the city, and most of it ends up in the same places: the scupper, the drain bowl, the low corner of a balcony. The first showers then arrive at outlets that are already half blocked.

A blocked outlet turns a sloped deck into a shallow tank. Water rises above the drain flange, sits over every hairline the summer opened, and pushes in rather than running off. Clearing drains before the rains is the cheapest maintenance there is, and it is the one nobody does.

With nearly half the stock rented, a lot of this is income property: exterior stairs, second floor landings, shared walkways. Those need a traffic rated build and slip resistance, not the same system that goes on a private balcony.
