Extreme Density and Almost Entirely Rental

West Hollywood carries 25,821 housing units at over 13,600 per square mile, and only 20 percent of the occupied ones are owner occupied. That is the densest, most rental heavy market we work in, and it shapes everything. Buildings sit shoulder to shoulder, staging space is scarce, and almost every surface we repair is shared by people who need it working tomorrow.

The city also adopted one of the strongest rent control laws in the nation, so a great deal of this housing has been held and maintained as long term rental property rather than turned over. For an owner, that makes deferred exterior maintenance expensive in a specific way: the same building keeps the same problem, and water that gets into framing does not stop because the tenant changed.

Bounded by Beverly Hills to the west and the Hollywood Hills, Hollywood, Fairfax District and Beverly Grove areas of Los Angeles on the other sides, the building stock here is older, dense, and full of the stacked balconies and open stairs that make up most of our work.

On buildings this old the walkway is often magnesite over concrete, and when magnesite fails it fails from underneath. It absorbs water, the mesh inside corrodes, and the topping starts releasing from the slab in sheets. Anything coated over a topping that is already letting go comes off with it.

Access is the other constraint. On a dense lot with one stair and no side yard, the work has to be broken into sections that keep every unit reachable, with material staged in small quantities and debris moved out as it is generated rather than piled.

In sections. At over 13,600 housing units per square mile, tight sites are the norm here, so we bring material in small quantities, move debris out as it is generated, and never open more of the building than residents can work around.

The walkway topping is lifting in patches. Can it be recoated?

Not usefully. Once a magnesite topping has started releasing from the slab, anything bonded to it comes off with it. The failed topping has to be removed back to sound material before a new system goes down.

The building has had the same leak for years. Is it too late?

It is later than it was, which changes the scope rather than the answer. Long term leaks move into framing, so the repair may include structural work. Opening it up and measuring the extent is the only way to know what you are dealing with.
